The OCEF was founded by Qiu Wei, P.E., in October of the year 2000 in New York City, USA. To start the organization, Mr. Qiu Wei pledged the following:
- Capital Budget of $20,000.00 for the formation of the OCEF.
- $l00,000 contribution towards the OCEF's Perpetuity Fund at $l0,000.00 per year for l0 years starting in year 2001.
- Contribution of up to $20,000.00 per year for up to l0 years for operating costs in the formation of OCEF chapters around the world and fundraising campaigns to attract l000 contributors every year each at $100.00 minimum of contribution. In the event that the contributors goal is not reached within a reasonable amount, the investment amount of $20,000.00 will be used to aid a maximum of 200 poor peasant families at $l00.00 per family in randomly selected among the poorest peasants villages in China.
Mr. Qiu Wei, P.E. and the OCEF issue the following challenge to the over l000 N.Y.C. Chinatown community organizations, community leaders, presidents, and chairmen: If 50% (500) of those organizations, presidents, and chairmen contribute l% of Mr. Qiu Wei's contributions or a minimum of $l,000.00, then, Qiu Wei's Foundation will donate minimum of $20,000.00 per year for OCEF operating cost forever.
Mr. Qiu Wei, P.E. is committing 80% of his time and paying his own personal expenses for next l0 years for the worldwide formation of the OCEF organization. The OCEF is hoping that at least two or more true believers of the cause will join Mr. Qiu Wei in travelling around worldwide to promote the creation of an OCEF chapter in every country or different region.
Mr. Qiu Wei's further additional contributions or support depends on the participation and enthusiasm of overseas Chinese communities.
